Vanilla Chocolate Chip Cake

2 2/3 cups all-purpose flour

2 cups sugar

2 teaspoons baking powder

½ teaspoon salt

1 cup milk

½ cup water

¾ cup oil

1 tablespoon vanilla extract

2 eggs

1 cup mini chocolate chips

Heat oven to 350°.  Line 24 muffin cups with paper liners; set aside.  Mix flour, sugar, baking powder and salt in a large bowl with a whisk until blended.  Whisk milk, water, oil, vanilla and eggs in a medium bowl.  Make a well in the flour mixture.  Gradually pour milk mixture into flour mixture; whisk until blended.  Stir in chips.  Divide batter into muffin cups.  Bake for 20-25 minutes until a wooden pick inserted in the center of a cupcake comes out clean.
